First, latency to your own users. If your Shanghai, Beijing, Shenzhen or Hangzhou staff and customers are the ones hitting your systems every day, hosting compute a thousand kilometers away in a cheap western province adds real, measurable round-trip latency for very little benefit — the savings on power tariffs are irrelevant if your ERP or file server feels sluggish to the people actually using it. These hubs are real, growing quickly, and strategically important to China's compute buildout, but they solve a different problem than "where should our Shanghai office's file server live." If a vendor pitches your office IT project on rock-bottom power costs in a western hub, that's usually a sign the pitch is aimed at the wrong map — treat it as a flag to ask harder questions about intended workload and latency, not as a bargain.

Why Foreign Companies Can't Just Rent a Data Center Directly

A natural question from an HQ IT lead used to Western markets: why can't we just sign a colocation contract or spin up cloud instances the way we would in Frankfurt or Virginia? The honest answer is licensing.

Operating a data center or providing hosting/IDC services in mainland China is regulated as a value-added telecommunications service (VATS) — specifically, Internet Data Center (IDC) and related services require a VATS license issued by China's telecom regulator. Historically, foreign investment in these VATS categories was capped, generally around 50% foreign shareholding, which meant a wholly foreign-owned entity could not simply hold an IDC license outright — it needed a joint venture or licensed local partner structure.

That has started to change, but only partially and only in specific places. As of 2026, a pilot program launched in April 2024 allows qualified foreign investors to establish wholly foreign-owned enterprises for certain VATS categories — including IDC, CDN, and internet service provision — inside designated pilot zones: Beijing, Shanghai, Hainan, and Shenzhen. Their advantage is network reach and bundled connectivity; their IDC offerings tend to be positioned as part of a broader carrier relationship rather than a pure-play, carrier-neutral colocation product.

Specialist carrier-neutral colocation operators. GDS Holdings, VNET Group, and Chindata are the names to know here — independent, carrier-neutral operators that let a tenant connect to multiple network providers rather than being locked into one carrier's backbone. GDS is generally regarded as the largest carrier-neutral data center operator in China; VNET operates dozens of facilities across many Chinese cities with a substantial wholesale capacity footprint; Chindata has built a track record delivering large-scale, AI-ready capacity quickly. This category is the closest analogue to a Western enterprise colocation provider like Equinix or Digital Realty, and is usually the right conversation for a foreign company that wants network flexibility rather than a single-carrier bundle.

Domestic hyperscale clouds. Alibaba Cloud, Tencent Cloud, and Huawei Cloud are China's major public cloud platforms, and for most foreign-invested offices running standard workloads — file services, line-of-business applications, backup — these are the practical default, since they operate under domestic licensing with mature ICP-compliant hosting products built specifically for this market. What to Evaluate Before Choosing a Region or Provider

Once you understand the categories, the evaluation questions are fairly concrete:

  • Which demand-side hub matches your users? Beijing-Tianjin-Hebei, Yangtze River Delta/Shanghai, or Greater Bay Area — pick based on where your staff, customers, and existing office footprint actually are, not where power is cheapest.
  • Does the provider's licensing actually cover what you need? Confirm the operator holds a valid VATS/IDC license for the specific service you're buying, and ask directly who your contracting entity is — this matters most with foreign-brand clouds, where the answer is a licensed local operator, not the global brand name on the marketing page.
  • What does your ICP filing require, and who holds it? Your hosting account and filing entity need to align; get clarity on this before committing to a provider, not after.

  • Is pricing actually public, or will you need a real quote?
